Adult Self-Neglect and Hoarding

Vision:

To be assured that the safeguarding partners and all relevant agencies are committed to ensuring that safeguarding arrangements for adults and children are of the highest quality, and that they consistently promote effective safeguarding.

Partnership Goals:

  • To raise public and professional awareness of self-neglect and hoarding
  • To support the development of practice standards that are focused on better outcomes including capacity assessments, effective use of legal tools and frameworks and use of multi-agency professional meetings
  • To work effectively with other strategic boards and services to ensure a joined up approach and common language in relation to self-neglect and hoarding
  • To learn and apply learning from evidence based reviews to influence and improve practice
  • To have in place effective systems for monitoring quality and for providing assurance of quality

How the Partnership will know change has been achieved:

  • There will be fewer cases of self-neglect and hoarding and improved outcomes will be measured against previous data.
  • Community based teams will have an enhanced contextual understanding of self-neglect and hoarding and become more effective in their approach
  • Data from safeguarding concerns, Section 42 enquiries and cases which do not meet the threshold for Section 42 will be collected, analysed and reported upon.

How the Partnership will achieve our Priority:

  • By providing awareness raising around self-neglect and hoarding, training across the Partnership and support to professionals to enable them to identify and intervene early
  • By developing consistent public facing messages to reduce self-neglect in collaboration with other strategic boards and services
  • By co-producing practice standards focused on reducing self-neglect and its impact
  • By taking a collaborative approach to joint working and joined up governance
  • By making the best use of opportunities to learn and to convert learning into practice
  • By establishing mechanisms that ensure the voices of service users are heard and influence practice
  • By developing a quality monitoring process

Self-Neglect: Exploring the Social Work Response - Let's Talk Social Work | Acast

Episode 66 of Let’s Talk Social Work examines a subject which previously hasn’t been explored on the podcast. The discussion focuses on self-neglect—what it is, the ways in which it affects people and how social workers can respond.

We look at how the social work approach to supporting people who self-neglect has changed over the years, the duties placed on Local Authorities in relation to self-neglect by the Care Act and how these requirements must be balanced with each individual’s human rights.

Joining Andy McClenaghan to explore the topic are Lizzie Furber, Principal Social Worker with responsibility for Social Justice, Diversity & Strategy at DCC Interactive Ltd and Independent Social Worker, Lisa Barrett. Lisa runs the consultancy Clutter Free Living and is a Trainer with, and former Board member of, the Association of Professional Declutterers & Organisers.

Mental Capacity

Presented by Mark Cooper, Lecturer at the University of Manchester, exploring the growing evidence, including accounts from people with lived experience, that the misapplication of the first statutory MCA principle is directly attributable to the death and serious harm of adults in contact with care services. This presentation will review this evidence and consider the steps that can be taken to overcome this problem.

Learning reflection: The story of Elizabeth Eastley  

Whilst Elizabeth was not a Trafford resident, her story resonates and raises concerns around themes arising from many of the SARs being undertaken up and down the country such as mental capacity act assessments, self neglect and professional curiosity. The video which accompanies the overview report is just 12 minutes long and really worth reflecting on.
